Some Characteristics of Health Promotion Programs in Korea

Objectives : The purpose of the study is to describe current status of the health promotion programs(HPP) delivered in rural Korea through public sector.

Methods : We narrowed our subjects to the programs delivered by the Public Health Centers(PHC), Agricultural Technology Centers(ATC), National Health Insurance Corporation(NHIC), and Social Welfare Centers(SWC) through a screening survey. A questionnaire was sent to each center with the selected HPP : 105 from PHCs, 27 from ATCs, 24 from NHICs, and 34 from SWCs and telephone survey was conducted during Aug. 7~16, 2006. Our interests were 1) the level of HPP objectives, 2) difficulties in running the HPP, and 3) most needed programs.

Results : PHC programs were more focused on the behavioral modification(29.5%) and health education(28.4%), while ATC were focused on the empowerment(31.6%) and health education(23.7%). NHIC were more focused on the behavioral modification (37.5%) and the medicine/preventive medicine level(31.3%). The SWC had objective levels evenly distributed among medical/preventive medicine(24.0%), health education(24.0%), behavioral modification(20.0%) and empowerment(24.0%).

Of those who reported any difficulty, PHC named gathering subjects(20.6%) and overloading of the workers(15.5%), ATC named budget(19.6%) and shortage of skillful workers(15.2). NHIC's primary difficulty was the budget(40.6%), and SWC's difficulties were budget(19.3%) and shortage of the skillful workers(17.5%).

HPPs the respondents thought most needed were different by the center they belong. PHC named smoking ceasation(23.2%) and chronic disease management(CDM, 23.2%) as the most needed programs while CDM(46.2%), excercise(15.4%), safety(15.4%) for ATC, excercise(33.3%) and CDM(22.2%) for NHIC, and excercise(28.1%), CDM(25.0%) and mental health(21.9%) for SWC.

Conclusion : We conclude that we need more programs at empowerment and social/environmental change level in rural Korea. The PHC will have to develop a strategy to gather the subjects for the program. We need to train more skillful workers who can actually run HPPs in rural Korea.
