Evidence Based Practice is one of the main goals in Finland's national action plan for nursing the years 2009-2011 called “Increasing the effectiveness and attraction of nursing care by means of management”  which was drawn up by the Ministry of Social Affairs and Health. Department of Nursing Science in the University of Eastern Finland with Kuopio University Hospital started Attractive and Safety Hospital research and development project in 2006. The aim of the project is to develop the university hospital like Magnet hospitals are and the Evidence-Based Practice is in centre.

The Nursing Research Council with 13 nursing experts and a librarian started its work in 2008 aiming at educating EBP to nursing staff. A total of 29 nurses and two physiotherapists completed the course in 2009-2010. The course was successful, though there were critics as teaching not enough research methods.  The students formed the first Evidence-Based Practice Council and have an important role in supporting Evidence-Based Practice known. The new course is planned to begin in autumn 2011 for the nursing staff in whole hospital district. In addition, the course of Evidence Based Leadership for the nursing leaders was started in autumn 2010. A total of 48 nursing leaders all over the hospital district are studying together for one year. The main idea of the both courses has been the problem in practice (PICO-question) which they try to solve by using different kind of evidence, use the evidence and change the practice. Both EBP-courses are evaluated by the researchers. The Nursing Research Council has organized the monthly Nursing Meetings, where the acute nursing topics are presented by the expert nurses. The goal of all these interventions and structures is to make evidence based practice known and living in hospital.
