In a reforming health care system, there is a need for nurses to increasingly move into the community and to respond to population health issues at an aggregate level within a context of partnership. However, practising nurses often find post-diploma university courses difficult to access due to the competing demands of work and family, the constraints of geographical distance, and the fit with individual learning needs. The challenge of nursing education is to create nursing courses that are relevant to the evolving healthcare system and practising nurses and that can be delivered in a meaningful way to individual nurses in their home communities at convenient times. This presentation chronicles the development and initial three years of delivery of two public health nursing courses to nurses in Canada and the United States by web technology. During the development, implementation, and evaluation phases, existing courses were redesigned to fit learner needs, content expectations, and technology requirements, with an emphasis on structures, processes, and outcomes that would maximize the development of partnerships at multiple levels and within multiple contexts, including student, faculty, agency, and population. These dimensions of education/practice partnership will be introduced as a basis for audience involvement that will focus on examining the case situation in light of diverse academic and practice experiences and potential implications for technology-based education, practice, and research relationships. The evolving web sites for the theory and clinical courses will be used to illustrate education/practice partnership structures, processes, and outcomes as they occur in the educational and clinical environments.
