Change in the social developmental model, which change public health; require new management decisions adequate to our republic. We mean:

• Strengthening public health protection functions in public health services.

• Emphasizing transfers in the financial area from treatment to prevention, from specialized to primary health care.

• Health care services structural change, goal is more effective reaction on the dynamic in morbidity structure.

• Change and improvement of staff composition, capable to provide public requirements in primary health care.

Nursing Educational reform started in 1993. Since 1995, a 4-year educational program for preparing nurses with bachelor's degree was started jointly with UCLA. Its goal is to prepare nurse-educators, nurse-managers and clinical nurses in Armenia.

During the design of concrete modules, we took into account real statistical data on morbidity, mortality, and etiologies, Demographic data, diseases particular to different age groups, and public education problems that bear upon healthy lifestyle. Designing these programs and their insertion allow the education and preparation of nurses in Armenia to rise to higher levels. Adequate preparation will not only increase the level of knowledge but also will force nurses to evaluate newly their opportunities and their role in public health protection.
