Learning Objective 1: compare and contrast a research project and a quality improvement project.
Learning Objective 2: identify IRB issues with repect to research and quality improvement projects.
Evidence-based practice (EBP) projects in clinical practice and in educational programs entail aspects of both research and quality improvement (QI). These projects are designed to methodically transform routine care using the best evidence regarding the impact of practices and treatments on patient outcomes. It is incumbent on persons engaged in EBP projects to be able to differentiate between research and QI. There is disagreement among the key players in determining the appropriate ethical oversight of EBP projects, mainly stemming from the question of whether they are considered research or QI activities. There are three possible scenarios: (1) purely QI activities that are exempt from IRB review, (2) research that is subject to IRB review, and (3) QI activities that are also research and so are subject to IRB review. This presentation will provide a discussion of the differences in these scenarios with exemplars of each.
