Impact on Health Care: Developing A Passing Standard for English Proficiency

The purpose of this study is to provide evidence regarding a regulatory policy that supports public protection by establishing a performance benchmark for English proficiency. The National Council of State Boards of Nursing (NCSBN) conducted a standard setting study that produced an NCSBN recommended minimum passing score on the International English Language Testing System (IELTS) examination. The IELTS is an examination designed to assess English language ability in examinees for which English is not their primary language. IELTS covers four different language skills: Listening, Reading, Writing, and Speaking. The composition (number, representativeness, and qualifications) of the standard-setting panel is a major source of validity and credibility, as these are the experts who will be recommending the passing score. Given the context of the test (safe, entry-level nursing practice), the intended candidate population, and the National Council's expectation that the IELTS passing score will be applied nationally, a panel of 29 experts has been identified. These experts represent diverse, yet relevant professional perspectives. A modified Angoff standard setting methodology was used to determine a recommended passing standard for four areas of IELTS. Findings from this study provide a recommended passing standard for the level of English language proficiency, as measured by IELTS, that is needed by entry-level nurses in order to practice nursing safely and effectively. International nurse-candidates must meet or exceed this standard of English proficiency. The results of this study will have a significant impact on the health care of the public by helping to ensure that the care giver and recipient of care can communicate.
