This study builds on previous research on staff development competencies and adds new competencies that are based on the latest standards of practice.  . Each one has been classified into a level of expertise based on Benner’s novice to expert theory.  A survey was developed to identify the level of practice for each competency and was sent to a sample of 1,606 nurses belonging to the National Nursing Staff Development Organization.  The survey asked them to classify the competencies by level of expertise and also provide feedback on performance criteria for the new competencies.  560 surveys (35%) were returned. Content analysis was conducted and statistical tests completed to identify a level of expertise for each competency.  The study provides a comprehensive description of staff development competencies and performance criteria by level of expertise.  These can be used or adapted by institutions, staff development specialists, or organizations to determine if staff development educators are meeting those competencies.  This study will provide a consistent, validated tool to assist with self-assessment, identification of specific behavioral expectations, or performance evaluations for staff development educators.  This, in turn, helps advance the specialty of staff development practice by further describing and providing measurable criteria to define staff development practice.
